Program Services

Upon acceptance of a new referral, TLC notes the inmates LSI-R (Level of Service Inventory), CSS-M (Criminal Sentiment Scale), TCU (Texas Christian University AOD assessment) and HIQ (Hostile Intentions Quotient) scores. Based on those scores, new residents are assigned to complete groups addressing their criminogenic needs.

High/Medium Risk (as identified by LSI-R and CSS-M) inmates are scheduled for Moving On Group. This curriculum was designed by Marilyn VanDieten, Orbis Partners, specifically for female offenders. It is a 26 session behavior modification program. It is designed to alter criminal thinking, attitudes and behavior. TLC staff facilitators have received training from Orbis Partners to facilitate Moving On. In addition two part-time staff persons are Group Facilitators for Resident Groups.

Inmates who are identified with high/medium scores on the HIQ are assigned to Cage Your Rage for Women. This gender responsive curriculum was obtained through the American Corrections Association. It is designed to address anger management issues and impulsive behaviors resulting from those anger issues. Because anger issues among women offenders may arise from multiple issues (detachment disorder and abuse among many), TLC uses a multi-disciplinary approach to address those issues. Inmates are assigned to various AOD programs depending on their TCU scores.

TLC partners with West Branch Drug and Alcohol Abuse Commission (county SCA) to determine the level of service required and make a referral to a licensed AOD treatment provider for individual and/or group counseling. Within TLC we provide A Womans Way Group to familiarize residents with 12 Step Programs. This curriculum was developed by Stephanie Covington, a leader in the AOD field as it relates to Women. TLC has done a literature review to identify effective interventions. We inform our program based on the research conducted by Barbara Bloom, Barbara Owen, and Stephanie Covington on women offenders for the National Institute of Corrections. In addition our program has been enhanced by the research of Paul Gendreux, Donald Andrews, and Edward Latessa. TLC utilizes curriculum based on role playing and milieu therapy and the tenets of social learning theory.

Low risk inmates are not assigned to the preceding groups but start immediately with Employment Group (Barriers to Employment), job search, and any needed educational programs. TLC partners with the Williamsport School District, Literacy Project, and The Learning Center at JV Brown Library to provide GED or ABE classes. TLC partners with Pennsylvania College of Technology so residents may attend “New Choices/New Options” to enhance job searching and CareerLink to assist with resumes and job searching. TLC partners with Temporary Employment Agencies to provide work experience for residents.

Case Managers begin home plan development as soon as residents are financially able or have identified family related home plans. Residents who are disabled and unable to work are referred to Social Security, OVR and the Department of Welfare. TLC addresses basic life skills, personal finance, and housing through Taking Control of Your Future – a curriculum developed by Penn State University. TLC partners with the Penn State Cooperative Extension to provide nutrition, cooking, and food purchasing education to residents. Part of this process includes making residents responsible for providing meals for all residents and participating in the food purchasing process. We address family responsibility and parenting through Building Strong Families, a curriculum developed by the Pennsylvania Family Alliance.

TLC employs a staff person trained in facilitating parenting groups since a majority of placements have minor children. PLUS partners with Wise Options, a domestic abuse counseling service provided by the YWCA, to provide counseling for residents who have experienced domestic violence. We partner with Liberty House, another YWCA program, to help some residents with housing issues. TLC also partners with the YWCA to provide recreational opportunities for residents.

TLC has three (3) Directors/Case Managers who work individually with residents to accomplish their prescriptive program goals. Case Managers meet with residents two times a week to monitor progress. One Case Manager has the responsibility of working with SIP placements and will provide limited case management services for DOC residents who are living in transitional housing situations. Assignment of residents to Case Managers takes into account the principle of responsivity and the individual needs of our residents. In addition, reassignment may occur if it will enhance the outcomes of the resident. Each Case Manager also is responsible for an administrative area (Director of Programs, Director of Compliance and Development, and Director of Resident Services) and a supervisory area (each one supervises staff working first, second, or third shift).

A partnership with Susquehanna Health System provides residents with access to three hospitals, specialized health clinics, ER services, ambulance service, and a Community Health Clinic. Through the Department of Welfare, residents gain access to Medicaid. Lycoming/Clinton Behavioral Health and Diakon Family Services provide mental health treatment.
